SERVICES
Market-access coordination with regulated roles and responsibilities mapped from the start.
Help managers coordinate AIFM/ManCo, depositary and other appointed providers when a fund or distribution route requires additional regulated infrastructure.
Overview
Market access is the operating coordination needed when a fund structure or distribution plan requires third-party regulated management, depositary or other market infrastructure. For example, an Asia-based manager using a European structure may need an authorised AIFM/ManCo, depositary, administrator, counsel and distribution arrangements.
This is jurisdiction- and structure-dependent, not a universal requirement for every Hong Kong or Singapore fund. The operating model therefore starts by identifying which regulated providers and recurring information flows are actually required for the chosen structure and distribution route.
Why it matters
Managers may underestimate provider, reporting, governance and data dependencies required to launch and maintain cross-border structures. Ambiguous role boundaries also create regulatory and operational risk.
Common operating challenges
- Regulated-provider roles mapped too late.
- Duplicate information requests from AIFM, depositary, admin and counsel.
- Ongoing reporting/evidence not embedded in the operating model.
- Manager assumes one provider owns duties that sit elsewhere.
- Launch timelines slip because dependencies are sequential.
What we deliver
| Capability | What it covers |
|---|---|
| Role mapping | Document manager, AIFM/ManCo, depositary, admin, counsel and distribution responsibilities. |
| Provider coordination | Track onboarding and information requests. |
| Operating-data design | Define recurring data/evidence flows. |
| Oversight support | Prepare manager-side monitoring/evidence. |
| Regulatory calendar coordination | Track outputs based on adviser/provider instructions. |
| Change management | Support new countries, funds or provider transitions. |
Our role can be configured around a defined operating mandate: a recurring managed service, a technology-enabled client workflow, or a co-sourced model in which execution and review are split between Kelton, the client and appointed providers.

Controls and review
The workflow is designed so that automation does not obscure responsibility. Routine processing can be standardised; exceptions, material judgements and formal approvals remain visible and attributable.
- No claim Kelton is AIFM/ManCo/depositary unless authorised and appointed.
- Jurisdiction-specific statements validated by advisers.
- Formal provider duties segregated from operational coordination.
- Provider SLA/evidence tracking.
Responsibility boundary
We provide coordination and operating support. Formal AIFM/ManCo, depositary, distribution, legal and regulatory responsibilities remain with authorised appointed entities.
Technology & expertise
Our operating model combines specialist knowledge with controlled technology. Domain experts define the rules, review logic and exception criteria; the technology layer makes the workflow repeatable, traceable and scalable.
Technology
- Provider onboarding workflow.
- RACI/responsibility matrix.
- Recurring data-delivery calendar.
- Secure evidence exchange.
- Exception/SLA monitoring.
Expertise
- Fund operating models.
- AIFM/ManCo/depositary interfaces.
- Cross-border provider coordination.
- Governance/data-flow design.
Expert knowledge is converted into controlled rules, SOPs, checklists, validation tests and exception criteria so that the operating standard is embedded in the workflow rather than dependent on one individual.
Delivery models
| Model | How it works |
|---|---|
| Managed Operations | We execute the agreed recurring workflow. Client and appointed-provider approvals remain explicit. |
| Technology Enablement | We implement the data, workflow and control layer for the client team to operate. |
| Hybrid / Co-sourced | Execution and review are shared through a documented responsibility and escalation model. |
| Transition & Implementation | We mobilise the workflow during a launch, provider change or target-operating-model transition. |
Frequently asked questions
Does every Asian fund need an AIFM?
No. Applicability depends on domicile, structure, marketing route and jurisdiction.
Why keep Market Access as a parent capability?
It provides a simple buyer entry point while deeper AIFM and Depositary pages explain specialist interfaces.
Can Kelton select regulated providers?
Kelton can support evaluation/coordination within agreed scope; formal legal/regulatory suitability remains with the client/advisers.
